How to Get Court Records
Court Administration at the Roseau County Courthouse keeps the Register of Actions. It also keeps the docket indexes and the case files. The office runs the copy workflow too. Your first stop online is Minnesota Court Records Online, known as MCRO. It costs nothing. Use it to pull a case number, caption, ROA entry, hearing, or judgment detail. Keep one thing in mind. It is not a certified record, and it does not show every public document.
- Identify the Roseau case number, caption, approximate filing year, and exact document or entry sought.
- Use MCRO, the public MPA Courthouse/MNPAC terminal, or Court Administration to locate public material.
- Choose an in-person, mail, phone, or eligible eFS request route and state whether a plain, certified, or exemplified copy is needed.
- Provide the requester and delivery details, then confirm the current fee and payment instructions before paying.
- Use the confidential-record process instead of an ordinary copy request when access is restricted.
The office sits in the Roseau County Courthouse at 606 5th Avenue SW, Room 20, Roseau, MN 56751. Hours are weekdays, 8 a.m. to 4:30 p.m. The official court page lists the phone as (218) 463-2541.
Roseau County Court Records Counter
One counter serves everyone. There are no separate records desks for criminal, civil, traffic, probate, or family files in Roseau County. So name the record category when you call or stop by. A strong request includes the case number if you have it, the party role or caption, the document title, the filing or hearing date, the copy type, the quantity, and how you want it delivered.

When a record is not online, staff can walk you through the local copy method or a public terminal. Restricted material takes a form. Also remember: a court calendar is only a schedule of hearings. It is not the complete case file.
Types of Court Records
Roseau County District Court handles every case type filed in the county: civil, family, probate, juvenile, criminal, and traffic. The court administrator keeps the ROA, the judgment roll, the judgment-debtor docket, and the indexes, all under Minn. Stat. §485.07. Access still varies record by record. The applicable rule governs each one.
- Register of Actions entries and case-detail history.
- Pleadings, motions, petitions, orders, and judgments that are public and available.
- Hearing information and a public calendar for scheduled matters.
- Judgment records and related index information.
- Transcript requests, which are handled separately from written case copies.
Conciliation Court is a division of District Court, not a separate Roseau courthouse. For any district-court record request, use the same Court Administration path.
Roseau County Court Records Copies
Know your copy types before you order. A plain copy is just the public document. A certified copy carries the court's certification. An exemplified copy uses a special authentication format, and a certified-exemplified copy combines both features. MCRO displays public information, but it cannot issue a certified copy.
The statewide copy-request instructions list a plain copy at no fee, with certification charged at the listed document fees. Check the channel before you pay. The eFS optional-service archive separately lists an $8 Copy-Plain service, which should not be merged with the public counter or mail instruction.
What a Court Record Contains
A Roseau court record pairs a case header with a dated history. Think of the Register of Actions as a chronology, not a story. Read the entries with care. A filed complaint is an allegation, not a finding. An order means the court actually acted. A closed status is just a case-management field, so weigh it against the surrounding entries and orders.
| Case header | Number, location, category, caption, filing date, status, and officer when public. |
|---|---|
| Parties and counsel | Public role labels and appearances, with protected fields omitted. |
| ROA events | Filing, hearing, order, judgment, and other dated entries. |
| Documents | Index number, title, filed date, and remote-access indicator where available. |
| Judgment and financial details | Public judgment status and related fields when the case makes them available. |
Never assume a missing remote document was never filed. It could be an exhibit, older material, restricted, sealed, or simply outside remote coverage.
Roseau County Court Records Forms
No Roseau-specific form appears in the statewide copy-request forms index. Use the statewide form or a letter instead. Send it to Court Administration once you confirm the address, the payment payee, and the exact record. A solid mail request names the parties as filed and the case number if known. It should also list the document, the date or index number, the copy type, the quantity, and delivery details.
The copy-request forms index shows how form routing works and which statewide options apply.

The index separates the statewide alternative from a local Roseau form, which it does not list.
Certified Copies and Fees
Here are the public copy prices. Each plain copy is $0. A certified document costs $14, and an exemplified document costs $14. A certified-and-exemplified copy runs $28. The Roseau fee page also lists a $0 uncertified screen print from case management. Fees can change. Ask Court Administration to confirm the current charge before sending money.
| Item | Current value |
|---|---|
| Plain or uncertified copy | $0 on the public copy page |
| Uncertified screen print | $0 on the Roseau fee page |
| Certified copy | $14 per document |
| Exemplified copy | $14 per document |
| Certified and exemplified copy | $28 per document |
| Transcript | Reporter-specific rate |
In-person copies often come the same day; off-site material can take longer. And a certified request must target the court-held document, not a printed MCRO screen.
Roseau County Court Records MCRO
MCRO offers Case, Document, Hearing, and Judgment Search products. It is the practical remote layer for a public ROA or case-detail check. Minnesota's district-court system remains the record environment itself. The official MCRO FAQs explain how portal access works. They also note where its limits sit.
The MCRO FAQ page covers the portal-access details shown on the official court site.

Identify the record with the displayed case information. Then turn to Court Administration for certification or for any public file that is not available remotely.
Public Access and Sealed Records
Rule 8 opens public inspection at the custodian during regular hours but limits remote access. Special treatment applies to protected identifiers, protected address and phone details, witness, juror, and victim information, exhibits, some family documents, juvenile material, medical and evaluation records, and anything sealed. One more caution. Part of a case being public does not make every document in it public.
Key rules:
Rule 8 governs public access and remote limits for Minnesota Judicial Branch records.
Rule 4 identifies nonpublic and restricted record categories.
General Rule of Practice 11 addresses confidential information and redaction by filers.
Minn. Stat. §609A.03 provides the expungement petition and sealing framework.
A standard request will not open a sealed file; the court decides access under the applicable procedure.
Roseau County Court Records CON101
Sealed or confidential Roseau County court records take a different form. The tool is the CON101 packet, instructions included. The form wants specifics. You supply the case name or a party, your own involvement, the exact records sought, a detailed reason, contact information, a signature, a date, and the county and state. Cases in one county can ride on one request. Cross county lines, though. Each county then needs its own paperwork.
The form shows every field the court expects. The court will not consider opening a sealed record without them.

Filing the form only asks the court to decide. Access to a confidential or sealed record is never guaranteed by the request itself.
Roseau County Court Records Terminal
Two tools, two jobs. A public MPA Courthouse terminal at the courthouse and a certified copy from Court Administration serve different needs. Both stay inside the same public-access boundaries. The terminal can reach more of the electronic court docket. The remote MCRO layer allows less. A certified copy is the official document itself, issued through Court Administration.
Terminal availability and local procedures change, so ask Court Administration before you count on it. The Judicial Branch terminal notice lays out statewide guidance. It does not promise any particular Roseau schedule.
Roseau County Court Records Transcripts
A transcript is its own animal. It is not the record of appeal and not an ordinary document copy from the court file. To order one, the CSX1502 transcript request form collects the county, district, court file number, case type, caption, requesting person, hearing date, judicial officer, and purpose. Payment goes to the court reporter. Roseau County sets no posted flat rate.
The transcript request form displays each field you must fill in before the reporter can begin.

Give the reporter the hearing and case details up front. A transcript is not a standard MCRO download.
Note: Confirm copy type, delivery method, and the current fee with Roseau Court Administration before sending payment for any court record.
Roseau County Court Records Older Files
Remote access has a practical date line. The Judicial Branch describes stronger MCRO document coverage for specified documents after July 1, 2015. Anything older varies by case category. A dated Roseau County court record may still live at the courthouse. It stays reachable through a terminal search or a direct request to Court Administration.
When you ask, give the court the approximate filing year and the original caption. Include the case number if you have it. Add the exact document title. Those details separate a missing remote image from an older court file sitting off site.
